Charlie Wilson, a Texas congressman, a playboy, and a womanizer, begins to feel deep sympathy for the Afghan refugees after visiting a refugee camp in Pakistan. With the help of Joan Herring, a wealthy Houston socialite, and CIA agent Gast Avrakotos, Wilson manages to lobby Congress to fund aid for the Afghan mujahideen and to supply them with weapons via Pakistan.
