In 1969, the undeclared and unofficial U.S. war in Laos was in full swing. Formally, all operations to transport soldiers and weapons of the Lao government were handled by Air America, a private firm. Gene and Billy, who work as pilots on the airplanes of this firm and perform dangerous flights over the jungle, learn that the firm serves as a CIA cover for the transfer of heroin from Laos.
