Jang Lok Kwan, a troubled young man on the run from his past, accidentally finds himself in the fortress city of Kowloon, a place where, amidst the chaos and ruins, the inhabitants are trying to build their own order. Here he finds a home for himself and together with his new partners decides to resist the invasion of the Giant, who threatens to take over the city.
